For this season, there are 23 GPs but the Shanghai, Chinese, Grand Prix is not on the list. Is this due to the lockdown?

Yes, the Chinese Grand Prix was canceled after the outbreak of Covid-19 in the year 2019. Next season there will be 24 Grand Prix events and the Shanghai GP will be held on the 19th of April 2024.
